The department was organized in 2009, due to the need to strengthen the primary level of medical care. The purpose of creating the department was to master the theoretical knowledge and practical skills of general practitioners in inpatient and outpatient surgery, improve the ability to navigate various clinical situations and provide surgical care to all groups of the population, regardless of gender and age, develop the professional and personal qualities necessary for a general practitioner .

From the moment of its foundation to the present day, the department is headed by the Honored Doctor of the Kyrgyz Republic, Doctor of Medical Sciences, Professor Musaev Akylbek Inayatović .

Prominent clinicians in the Kyrgyz Republic emphasize the need to train medical students in the skills of examining and treating outpatients. Therefore, finding optimal ways to use material resources in healthcare is an urgent task in the overall structure of reforming this industry in the Kyrgyz Republic. One of these organizational areas is the system of so-called “one-day surgery” or hospital-replacement surgery, the development of which in the system of outpatient and inpatient surgical services is currently receiving much attention. The main task and role of the department is to increase operational activity in outpatient settings and reduce the length of hospitalization of patients in an inpatient bed through the use of minimally invasive techniques for performing operations and the introduction of new forms of organizing the treatment process. At the same time, the surgical service solves various problems and, above all, early diagnosis of diseases and provision of comprehensive treatment to patients who do not require hospitalization. Academic disciplines taught: outpatient surgery, combustiology , endoscopic surgery in a clinic, simulation training, postgraduate training for GPs.

The department has developed and improved a number of methods for diagnosing and treating diabetic foot syndrome, hernias, diseases of the pancreato-biliary zone, and parasitic diseases of the abdominal cavity , which are protected by KR patents . Employees of the department actively participate in the organization and work of scientific forums, conferences, and reviewing manuscripts. The department's staff annually organizes a scientific and practical conference on ambulatory surgery.
