Postgraduate and Doctoral studies

Training of medical specialists in postgraduate and doctoral studies is regulated by the Provision on the training of scientific, pedagogical and scientific personnel in the Kyrgyz Republic.

Doctoral study

Requirements for admission: To the doctoral studies accepted citizens of the Kyrgyz Republic with a PhD degree. Persons with an academic degree of doctor of philosophy (PhD) must undergo the procedure of examination of the thesis and nostrification of the diploma of doctor of philosophy (PhD) in the Higher attestation Commission of the Kyrgyz Republic (hereinafter - VAK), followed by the issuance of a diploma of candidate of Sciences in the relevant industry.

Citizens of foreign states are admitted to doctoral studies on the basis of international treaties entered into force in accordance with the procedure established by law, to which the Kyrgyz Republic is a party.

The period of preparation for doctoral studies is 5 years. The period of training in doctoral studies is counted in the scientific and pedagogical experience.

Form of study: full-time

Admission documents: To apply to the doctoral program candidates must submit an application addressed to the name of the head of KSMA, with the following documents attached:

- a copy of the diploma of the degree of candidate of Sciences;

- detailed plan of doctoral research;

- list of published scientific papers, inventions and patents.

Passport and diploma of the degree of candidate of Sciences are presented by the doctoral student personally.

Admission to the doctoral program is carried out on a competitive basis.

Dissertations: Doctoral Studies are completed with the design of the research results in the form of a doctoral dissertation.

Doctoral student can perform research work on their own or under the guidance of a scientific consultant - doctor of Sciences. Leading scientists and specialists of third-party scientific organizations can be involved as scientific consultants.

Additional: Doctoral student free use of laboratories, offices, scientific libraries, experimental facilities, as well as the services of educational, scientific, medical and other departments of the KSMA  in the manner prescribed by their statutes. Persons enrolled in doctoral studies have the right to engage in additional scientific and pedagogical activities in their free time.

 

Reports: Doctoral Student annually at the scientific (scientific and technical) Council presents a report on the work done.

Expulsion: a doctoral Student who does not fulfill an individual plan is expelled from the doctoral program by the order of the head of KSMA.

Doctoral student expelled from doctoral studies before the end of the training period is restored to the remaining period of study by order of the head of the KSMA by decision of the scientific (scientific and technical) Council in the case of an individual plan in the amount missing in the expulsion.

There is no sabbatical leave to complete a doctoral dissertation, as well as additional time after the end of the term of doctoral studies.

Scholarships: Doctoral Students are paid a state scholarship in the amount established by the Government of the Kyrgyz Republic. The heads of scientific organizations and universities establish the allowance for doctoral scholarships at the expense of extra-budgetary funds.

The remuneration of scientific consultants of doctoral students is made at the rate of 50 hours per year per doctoral student.

 

Postgraduate study

Specialties: postgraduate training is carried out in the branches of science and scientific specialties in accordance with the nomenclature of specialties, approved by the Minister of Education and Science of the Kyrgyz Republic.

Forms of study: Postgraduate study is carried out by full-time and part-time forms.

Admission requirements: citizens of the Kyrgyz Republic who have higher professional education, confirmed by a specialist's or master's degree, are admitted to Postgraduate studies on a competitive basis.

Citizens of other countries are admitted to Postgraduate studies on the basis of international treaties entered into force in accordance with the law, to which the Kyrgyz Republic is a party.

Persons who have previously completed a full course of postgraduate study or who have completed an assistant internship are not eligible for re-education in graduate school.

Admission documents: For admission to graduate school, candidates must submit an application, addressed to the name of the head of KSMA, with the following documents attached:

- a copy of the diploma of specialist or master of higher professional education (for foreign citizens - a certificate of equivalence of their education documents);

- list of published scientific works, inventions (if any);

- copy of employment record;

- recommendations of the scientific (scientific and technical) Council or the state attestation Commission for excellent students;

- certificate of candidate examinations (if any).

Passport and diploma of higher education are presented in person.

Admission to graduate school is held annually in the terms established by the Ministry of Education and Science. For the organization of admission to graduate school created by the selection Committee chaired by the rector (Vice-rector) of the University.

Persons entering the graduate school, pass pre-interview with the proposed supervisor, who reports on the results of the interview to the selection Committee.

Entrance examinations: Persons entering graduate school, pass entrance examinations in the following disciplines:

- special discipline in the scope of the current program for a specialist or master;

- a foreign language determined by Academy, necessary for a graduate student to perform a thesis (English)

- history and philosophy of science;

- Kyrgyz language.

Admission of entrance examinations in disciplines is carried out by the relevant commissions, which include a Professor or doctor of science of the specialty in which the exam is held.

Commissions on foreign language and creative specialties may consist of qualified teachers who do not have a degree and academic title.

Retake of entrance examinations is not allowed.

Persons who have passed the candidate's examinations, upon admission to graduate school are exempt from the relevant entrance examinations.

Admission Committee on the results of entrance examinations makes a separate decision on each incoming person.

The decision on admission to graduate school or refusal is reported to the incoming person in 5 days, but not later than 2 weeks before the start of training.

Admission to graduate school is issued by the order of the head of the KSMA.

Terms of training: full-time is 3 years, part-time - 4 years.

Time of full-time and part-time study in graduate school is counted in the scientific and scientific-pedagogical experience.

Responsibilities: the Graduate student during graduate studies (the graduate) is required:

- fulfill the individual educational plan in full;

- pass all candidate examinations (history and philosophy of science, foreign language, special discipline in accordance with the theme of the thesis, the state language);

- complete the work on the thesis and pass its discussion at the place of work.

Topics of dissertations, supervisors and individual curricula of graduate students are approved by the academic (scientific and technical) Council of the KSMA and issued by the order of the rector within 3 months after the start of training.

Priority in choosing the theme of the thesis is given to research that corresponds to the List of priority areas of science in the Kyrgyz Republic, approved by the Government of the Kyrgyz Republic.

Departments of postgraduate and doctoral research organizations and universities annually send approved by the scientific and technical Council of the theme of candidate dissertation research in electronic format in the Higher Attestation Commission for further inclusion in the Register of dissertations of the HAC.

Scientific advisors of graduate students approved for the PhD degree in the respective or related specialty.

Graduate students performing research at the junction of two specialties are allowed to perform work under the guidance of two supervisors.

Reports: graduate Student annually submits a report to the Department (Department, sector, laboratory). All reports of post-graduate students during their studies are saved and submitted together with the thesis. A graduate student who does not fulfill the individual curriculum within the prescribed time is expelled from the postgraduate course by the order of the head of a scientific organization or University.

Post-graduate students use equipment, laboratories, offices, libraries, the right to travel, including to foreign training and research centers, participation in expeditions, etc., on an equal basis with scientific and pedagogical and scientific workers of universities and scientific organizations to carry out works on the chosen topic of scientific research.

Transfer of graduate students from one scientific organization or University to another, as well as from full-time training to correspondence and Vice versa, and the restoration of a graduate student expelled from graduate school before the end of the term of study, is carried out only by the decision of the scientific (scientific and technical) Council. Transfer and restoration is carried out at the personal request of a graduate student, in a scientific organization or University corresponding to the specialty of postgraduate training.

In addition: The program of training of graduate students, in addition to the disciplines for the candidate minimum, includes the discipline "School of pedagogical skills" and "Methodology and methods of scientific research."

At the end of graduate school issued a certificate of a single sample with a liner, which reflects the list of mastered disciplines, hours and received estimates in accordance with the requirements established by the authorized state body in the field of science.

Scholarships: post-graduate Students studying full-time in graduate school on a budgetary basis, paid a state scholarship, which is charged from the date of admission to graduate school.

In accordance with the established procedure, graduate students are also awarded state and nominal scholarships of the University or scientific organization.

Scientific organizations and universities establish extra-budgetary allowances for scholarships of post-graduate students.
