At the present time there is a problematic situation in the country associated with the growing contradictions between the needs of society and the ability of universities to train world-class specialists. Dynamically developing enterprises need an innovative technological breakthrough for their success in entering the world markets of complex knowledge-intensive products, and universities are sometimes unable to train the personnel capable of providing this breakthrough.

Some of the significant factors in the learning process are educational technologies, the state of the material and technical base and the material and technical support of educational institutions. The material and technical support of the university should take into account the development of scientific and technological progress, the possibility of advanced training.

In the training of qualified personnel, the lack of a modern technological base (equipment used in specific workplaces, the inability to organize full-fledged industrial practice in health care organizations) can be one of the main points that make education in the Kyrgyz Republic non-competitive with training in other countries.

STRATEGIC DIRECTIONS

2. Development and implementation of innovative educational technologies in the educational process of KSMA;
3. Improvement of educational programs and training technologies in accordance with modern global standards and requirements, based on the analysis of the effectiveness of training and formation of competencies in KSMA students;

1. Increase in the percentage of student satisfaction with the educational methods and technologies used at KSMA;

4. High demand for KSMA graduates in the labor market, high percentage of employment of KSMA graduates;

Goal: development of research competence of KSMA students, the ability to quickly and correctly navigate the information space, think critically, analyze data, justify conclusions, assess the reliability of data to make practical solutions to specific problems in the upcoming practice

Objectives:

1. Revision of educational programs and curricula to include a research component;
2. Active involvement of KSMA students in ongoing scientific research;
3. Development of grant research projects for KSMA students

Expected results (indicators):

1. Increased percentage of students involved in research projects;
2. Increase in the number of scientific publications of students;

Goal: development of medical science aimed at creating high-tech innovative products/services that provide, on the basis of transfer, innovative technologies in practical health care. Development of KSMA research and development to the world level and integration into the global scientific space.

Objectives:

1. Conducting advanced scientific research, which has a determining influence on the content of the educational process;
2. Creation of complex interdisciplinary projects aimed at solving major scientific and/or practical problems of health care, development of interuniversity research projects and programs of scientific cooperation;
3. Increasing the effectiveness of basic and applied scientific research;
4. Creation of conditions for sustainable demand for innovative products and their introduction into practical health care;
5. Development of problem scientific laboratories at the international level;
6. Scientific and qualification support for professional growth of the faculty

2. Increase in the number of scientific publications with a high citation index and scientific productivity (Hirsch index) of KSMA employees;

Goal: creating conditions for the development of spirituality of students based on universal and national values; assisting them in life self-determination, moral, civic and professional development; creating conditions for personal self-realization

Objectives:

1. Formation of a world view and system of basic personal values, universal norms of morality, commitment to the preservation and enhancement of the moral and cultural values of society;
2. Forming a new multilingual generation of students who are fluent in their native, state, official, and international languages, and raising the level of linguistic culture;
3. Formation of students’ legal knowledge, responsible attitude to the observance of laws, academic traditions, education in the spirit of university corporatism;
4. Ensuring the development of a creative personality and its socio-psychological support;
5. Formation of personal qualities necessary for effective professional activity, professional ethics and honor;

Goal: creating conditions for improving quality indicators at all levels and stages of the educational process

1. Assessment of market needs, expectations and demands of employers and society as a whole;
2. Analysis of current trends in the systems of medical and pharmaceutical education and science;
3. Assessment of the quality of KSMA educational services and satisfaction of educational services consumers;
4. Improvement of the system and policy of quality education, including the effectiveness of the internal system for monitoring and assessing the quality of education;
5. Increasing the personnel potential of KSMA, improving incentive systems for staff self-development and advanced training;

Goal: establishment and development of institutional relations of KSMA with partners, who are consumers of educational services and results of research activities, implementing long-term target programs in the field of educational and professional activities together with the university and participating in its development, integration of KSMA in the world educational space

1. Expansion and development of clinical sites for industrial and technological practices of students, creation of branches on the basis of health care organizations;
2. The use of therapeutic potential of KSMA to solve therapeutic and diagnostic, scientific, practical and preventive tasks of the health care of the Kyrgyz Republic;

3. Providing new teaching and research technologies with technical means (computers, laboratory and medical equipment, etc.);
4. Providing the educational and research process with the necessary materials;
5. Modernization of information and resource support, including the provision of the educational process with electronic (digital) and software resources;

1. Compliance of the material and technical base with the requirements of the main educational programs and the dynamics of its renewal (the cost of the university for the purchase of educational equipment) for the last 5 years.
2. Degree of use of facilities in the educational process and the level of training and laboratory equipment.
3. Availability of unique installations and other technical means used in the training of specialists.

Goal: development of an effective management system capable of providing an innovative approach to ensure the sustainable development of KSMA.

Objectives:

1. Rationalization of the planning of needs in KSMA innovation infrastructure facilities;
2. Improving the efficiency of university management through the introduction of new and development of existing information systems/technologies;
3. Improving the quality of personnel policy, incentives for innovative employees;
4. Attraction of extra-budgetary funds, implementation of public-private partnership mechanisms

Expected results (indicators):
